For a large Dutch municipality, digital sovereignty was no longer just a strategy discussion. It was a question of how to gain greater control over data, reduce technology dependencies, and prepare for future regulations without disrupting essential public services. Partnering with Sogeti, the municipality chose a practical path forward: test, learn, and validate before making major decisions.

Together, the municipality and Sogeti launched a proof of concept for an alternative digital workplace built on open-source technology. Rather than replacing existing platforms, employees explored new ways to collaborate, manage documents, and communicate while continuing to work with familiar tools. This real-world approach provided valuable insight into what was technically, operationally, and organizationally feasible.

The outcome was clear: digital autonomy does not require a disruptive transformation. By identifying key dependencies and validating alternatives, the municipality gained the confidence and evidence needed to make informed technology decisions.
